I was wondering what exactly CARB exempt means I t seems to me athat the only state that it really matters is CA...basically I want to put the best intake I can on, but I need it to be legal in PA

California Air Resources Board

In order for an aftermarket engine management part to be emissions legal in CA it must be registered with the California Air Resources Board. If a smog technician cannot find a CARB number on an after market air intake he/she must fail the smog check.

Yeah that's what I thought, it really doesn't matter what intake I put on in PA
